What is Legal Metrology?
Metrology is the scientific study of measurement. According to the Legal Metrology Act of 2009, if you are engaged in the sale or distribution of any packaged goods in India, including export goods, food items, and consumer products, you must obtain a Legal Metrology Certificate from the Metrology Department of Consumer Affairs.
Types of Legal Metrology Licence
Manufacturer’s Licence
The maker of weights and measures receives a manufacturer licence.
Repairer Licence
Anyone who cleans, lubricates, modifies or paints any weight or measure needs a repairer licence.
Legal Metrology Dealer Licence
According to the 2011 State Legal Metrology Rules, a dealer licence is given to those who trade and market weights and measures in addition to obtaining an importer or producer licence.

Regarding Weight and Measuring (W&M) Tools
- For Indian W&M Instruments, a model approval.
- Registration of importers of weight and measurement equipment.
- Model Approval for Manufacturing Licence & Imported Goods.
- Registering as a packer for an LMPC certificate.
- Dealer Permit for Scales and Measuring Devices.
- Repair Permit.
For Instruments Other Than Weight and Measurement (W&M)
- Registration of the Packer or Manufacturer for the LMPC Certificate.
- Importer certification/LMPC registration.
Documents Required for Different Types of License
Manufacturer’s License
- Applicant’s photo ID and proof of address.
- For LMPC Registration, the candidate must provide documentation of their date of birth.
- Lease for the planned property, a copy of your GST registration, and your PAN number.
- For partnership firms, a partnership deed.
- A declaration that the applicant has no criminal history.
- The applicant’s affidavit would adhere to legal requirements.
- Document registering the shop, establishment or municipal trade licence (if necessary).
Repairer’s License
- Applicant’s photo ID and proof of address.
- For LMPC Registration, the candidate must provide documentation of their date of birth.
- Lease for the planned property, a copy of your GST registration, and your PAN number.
- For partnership firms, a partnership deed.
- A declaration that the applicant has no criminal history.
- The applicant’s affidavit would adhere to legal requirements.
- Document registering the shop, establishment or municipal trade licence (if necessary).
- Documents for weighing devices with electronics.
- To obtain an LMPC certificate, you must have a list of required equipment and experience certificates.
Legal Metrology Dealer License
- Applicant’s photo ID and proof of address.
- For LMPC Registration, the candidate must provide documentation of their date of birth.
- Lease for the planned property, a copy of your GST registration, and your PAN number.
- For partnership firms, a partnership deed.
- A declaration that the applicant has no criminal history.
- The applicant’s affidavit would adhere to legal requirements.
- Document registering the shop, establishment or municipal trade licence (if necessary).
- Model certificate of approval for weighing and measuring equipment from the Director of Legal Metrology, Government of India. NOC from pollution control board.
- In addition, a list of equipment and tools must be submitted for LMPC registration.
Process for LMPC Registration
1. Filling of LMPC Registration Application
The first step is to submit an application form in the format attached to the district nodal official with the necessary supporting documentation. Based on the address of the firm’s location, the nodal official will forward the application to the appropriate Legal Metrology Officer.
2. Inspection of Premises
The applicant’s planned premises will be inspected by the inspector together with relevant documentation to ascertain the applicant’s production competence. The inspector will then create a report, which will be delivered to the controller through divisional assistant controllers for further suggestions.
3. Reviewing of Application
If the LMPC registration application has a significant error, the Local Inspector, Asst. Controller, or Controller may object to the inclusion of that question in the application.
4. Make Payment
The Controller may request that the applicant pay the Licence fee in the relevant accounts after assessing the entire application and finding that it is appropriate for granting an LMPC Certificate Licence.
5. Issuing of LMPC Certificate
After the fee has been deposited and a copy has been received in the Controller’s office, the LMPC Certificate will be provided in the format specified.
